The Department of Health-Cordillera Administrative Region (DOH-Cordillera) honored the Zuellig Family Foundation (ZFF) with the Gawad Kalusugan Award for its contribution to advancing Universal Health Care (UHC) in the region. The recognition took place during the Am-among for Health and Gawad Kalusugan on October 28–29, 2025, in Baguio City.

DOH-CAR recognized ZFF for its partnership in implementing the Bayang Malusog Leadership and Development Program (BMLDP), a joint initiative that builds the capacity of local leaders to strengthen health systems and improve health outcomes. The Bayang Malusog program continues to make an impact in its Community of Practice member areas, including Apayao, Mountain Province, Kalinga, Ifugao, and current Bayang Malusog Leadership and Governance Program sites Benguet and Baguio City, where empowered leaders sustain health reforms and deliver better services for their communities.

In her message, DOH-Cordillera Regional Director Amelita Pangilinan commended the efforts of partners like ZFF in empowering local government units (LGUs), saying, “The LGU is the lifeline of reform.” She encouraged continued collaboration to strengthen primary health care, improve facilities, and invest in the health workforce.

DOH Undersecretary Glenn Mathew Baggao urged participants to view UHC “not merely as a law, but as a commitment to collective effort for better health access.” He added that a ‘Healthier Cordillera’ requires building an inclusive, accessible, and resilient health system.

Through the Gawad Kalusugan, DOH-Cordillera also recognized outstanding LGUs, national agencies, civil society organizations, and private partners who help advance UHC in the region.

The recognition affirms ZFF’s commitment to work with DOH and LGUs in strengthening leadership and governance for health toward the shared goal of ensuring equitable and quality health care for every Filipino.

The province of Benguet renewed its commitment to building an integrated and people-centered local health system during the 2nd Universal Health Care (UHC) Conference held on October 14, 2025, at the Benguet Sports Complex in La Trinidad.

With the theme “All Feathers, One Fly: Integrating Systems for a Healthier Benguet,” the three-day event brought together health leaders and partners to strengthen collaboration and uphold the province’s shared vision of “health for all.”

The Provincial Health Office (PHO) led the activity, with participants from the Department of Health-Cordillera Administrative Region (DOH-CAR), Provincial DOH Office (PDOHO) Benguet, PhilHealth, Department of the Interior and Local Government (DILG), Philippine Information Agency (PIA) Benguet, and the Provincial Local Government Unit (PLGU) of Benguet. The Zuellig Family Foundation (ZFF) joined as a development partner supporting Benguet’s ongoing leadership journey in implementing Universal Health Care.

Reaffirming Commitment and Shared Responsibility

The conference served as a space for Benguet’s municipal mayors to reaffirm their commitment to UHC integration and to strengthen their collective resolve to deliver accessible, equitable, and sustainable health services to their communities.

In her opening remarks, Provincial Health Officer II Dr. Meliarazon Dulay emphasized that the strength of the Health Care Provider Network (HCPN) lies in teamwork, “one cannot function alone.” She reminded everyone that UHC is not just a policy but a promise to ensure that no one is left behind, urging all partners to sustain their shared purpose and collaboration.

Leadership and Partnership for Sustainable Health Systems

Governor Melchor Diclas, a graduate of ZFF’s Provincial Leadership and Governance Program (PLGP), highlighted the continuing partnerships that strengthen Benguet’s UHC initiatives. He shared the province’s ongoing efforts to enhance health facilities and reiterated the importance of cooperation among municipalities and partners while awaiting the release of the Special Health Fund (SHF).

Governor Diclas said that Benguet’s health progress continues because of strong collaboration and shared ownership among leaders—proof that collective action drives a healthier province.

“Uray Bassit Basta Agtultuloy” (Continuing the Journey Together)

In her keynote address, DOH-CAR Regional Director Dr. Amelita Pangilinan, a graduate of ZFF’s Regional Leadership and Governance Program (RLGP), praised Benguet’s leaders for “choosing collaboration over isolation.” She noted that nine of the province’s 13 mayors are newly elected and have pledged their full support to continue the integration efforts started by their predecessors.

“Uray bassit basta agtultuloy. No matter how small the steps, what’s important is that we continue,” Dr. Pangilinan encouraged.

She shared three key messages inspired by ZFF’s Bridging Leadership approach:

• Health integration works best when it is people-centered. Systems must serve communities, not the other way around.
• Partnerships are our greatest resource. When stakeholders move in harmony, the impact multiplies.
• Sustainability begins with shared ownership. Real change happens when leaders co-own and co-integrate their health goals.

Dr. Pangilinan reminded everyone that UHC is not a distant goal but a shared journey, built one step, one partnership, and one act of service at a time.

Showcasing Local Good Practices

Rural Health Units (RHUs) from Atok, Bokod, Buguias, Mankayan, and Tuba also shared local good practices and innovations that contribute to Benguet’s Province-Wide Health System (PWHS). These stories show how each municipality contributes to a stronger, more responsive health system for Benguet.

Bridging Leadership in Benguet’s Health Journey

For Benguet, the 2nd UHC Conference was more than just an event, but a renewal of trust, partnership, and shared ownership among provincial and municipal leaders. It reflected how Benguet continues to apply the Bridging Leadership framework, a core principle of ZFF’s leadership programs that helps leaders recognize interconnectedness, build trust, and co-own health outcomes.

Both CAR and the Benguet Provincial Health Team, including Governor Diclas and Dr. Dulay, are graduates of ZFF’s leadership and governance programs. As UHC champions, they continue to show that sustainable health systems are built not by individual institutions, but by leaders and communities moving forward together.

Benguet’s UHC journey stands as a testament to the power of partnerships, perseverance, and shared responsibility, proving that meaningful change begins when everyone works hand in hand.

The Provincial Leadership and Governance Program (PLGP) of the Zuellig Family Foundation (ZFF) was recently featured in the Philippines’ 2025 Voluntary National Review (VNR) as a key example of how civil society and local government partnerships are helping the country achieve Sustainable Development Goal (SDG) 3: Good Health and Well-Being.

Implemented from 2019 to 2022 in the provinces of Aklan, Agusan del Sur, and Bataan, the PLGP strengthened provincial governments’ capacity to lead and manage local health systems. The program supported governors, mayors, and their health teams through leadership training, coaching, and technical assistance, with the goal of improving access to primary healthcare, particularly maternal and child health, infectious disease control, and non-communicable disease management.

Assessments conducted in 2023 and 2024 showed positive results. Maternal deaths at the provincial level declined, while skilled birth attendance and facility-based deliveries increased. These improvements reflected the provinces’ strengthened health systems and commitment to prioritizing frontline health services.

The PLGP is part of ZFF’s broader effort, in collaboration with the Department of Health (DOH), academic institutions, and development partners, to enhance local health leadership and governance. The program has since informed the design of the Bayang Malusog Program, which is now being implemented in several regions by DOH Centers for Health and Development, with academic partners, ensuring that lessons from the PLGP contribute to the nationwide acceleration of Universal Health Care.

The 2025 VNR, presented nationally on August 27, 2025, provides a comprehensive assessment of the Philippines’ progress in achieving the SDGs. In his message, Department of Economy, Planning, and Development Secretary Arsenio Balisacan stressed the importance of sustained collaboration across sectors to institutionalize reforms and meet critical SDG targets.

“Is there a way of digitizing preventive care?” Dr. Manuel M. Dayrit, Chair of the Zuellig Family Foundation, asks during the Provincial Leadership and Development Program (PLDP) Colloquium in Eastern Visayas on July 3, 2025. He continued, “Because if you can get a big picture, bring the spectrum—of clinical care and preventive care—together, then you have a total approach to UHC (Universal Health Care).”

The colloquium marked the completion of the Bayang Malusog PLDP (2022–2024) run in Eastern Visayas, a partnership between the Department of Health (DOH) Eastern Visayas, University of the Philippines Manila School of Health Sciences, and Zuellig Family Foundation. The program supported provincial leaders in all six provinces—Leyte, Southern Leyte, Northern Samar, Samar, Eastern Samar, and Biliran—to lead local health reforms as part of their push for UHC. Each province made its own progress, with efforts focused on improving nutrition, and adolescent and youth sexual and reproductive health (AYSRH).

Among the gains celebrated were integrated provincial UHCroadmaps, 70% achievement of organizational targets, and progress in qualifying nearly all provinces for Health Care Provider Network (HCPN) contracting. Dr. Dayrit pointed out that the program’s strength lies in developing both political and technical leadership—a combination essential to navigating demographic, economic, and system-level challenges.

Keynote speaker Dr. Alvin Marcelo, Professor, Lecturer, and Program Lead for the Standards and Interoperability Lab (SILab), noted that achieving UHC requires seamless interoperability of health information systems. He stressed the need to address governance, technical, and programmatic gaps through a structured framework: teaming, tooling, training, testing, and transfer.

Local leaders also shared real results. Southern Leyte Vice Governor Rosa Emilia Mercado highlighted how an immersion activity, the Deep Dive, inspired policy changes. After meeting a 15-year-old mother, Governor Damian Mercado and his team passed ordinances that funded AYSRH programs and strengthened pregnancy prevention.

Leyte Governor Carlos Petilla introduced the Quick Medical Record (QMeR) system, which connects patient records, referral services, and PhilHealth claims in one digital platform. This system now powers efficient healthcare across multiple facilities, with potential for wider rollout.

Despite these successes, DOH Eastern Visayas Regional Director Dr. Exuperia Sabalberino reminded participants that more work lies ahead. She called for scaling up innovations, deepening partnerships, and ensuring equitable access to health services for every Eastern Visayan. With strong foundations laid, the region’s leaders are now tasked with turning the full promise of UHC into reality.

Health leaders and partners from Benguet gathered in Baguio City for a Program Implementation Planning Workshop under the Zuellig Family Foundation (ZFF)’s Bayang Malusog Leadership and Governance Program (BMLGP) last May 28-29, 2025. The workshop brought together stakeholders to assess Benguet’s current health landscape, agree on strategic interventions, and build a shared commitment to health leadership and accountability.

One of the major outcomes of the workshop was the identification of two critical focus areas: health data management and health financing. Participants noted the importance of improving how health data is collected, analyzed, and used. A stronger health information system would allow for more accurate monitoring of health indicators, better resource distribution, and faster responses to health concerns. Alongside this, the group highlighted the need for sustainable and equitable health financing. This involves making the most of existing budgets, exploring innovative ways to fund health programs, and enhancing the financial management skills of local health offices.

Twenty health leaders and staff from various agencies and local government units attended the two-day workshop. From the Benguet Provincial Health Office, Provincial Health Officer II Dr. Meliarazon Dulay, Provincial Health Officer I Dr. Jocelyn Legaspi, and Senior Health Program Officer Rubelyn Tomas joined the discussions. Benguet General Hospital was represented by Chief of Hospital Dr. Maria Imelda Ulep.

From the Department of Health (DOH), Dr. Mercedes Calpito, Melanie June Pucay and Sunshine Pisando attended. Sarah Jane Binaked represented the DOH Center for Health Development-Cordillera Administrative Region (CHD-CAR).

Representatives from the two pilot municipalities also played an active role in the workshop. From Kibungan, attendees included Dr. Hydre Nga-ew (Municipal Health Officer), Ivy Pasigon, and Letty Calawa. From Kapangan, Dr. Mary Joy Fermin (Municipal Health Officer), Charmaine Patil-ao, and Olivia Pantalone joined the group. Dr. Fabiola Gabriel, President of the Benguet Association of Municipal Health Officers of the Philippines (AMHOP), and Noland Sabling, Acting Chief Social Insurance Officer of PhilHealth Benguet, also took part.

With the implementation plan now in development, BMLGP is set to support stronger leadership, more effective governance, and improved primary care services in Benguet. The program will start with a focused approach in Kibungan and Kapangan supporting their health leadership and governance needs, with the goal of eventually expanding benefits to families across the entire province.

Working and learning together to achieve health equity. The University of the Philippines College of Public Health and the Zuellig Family Foundation (ZFF) led the third Health Equity Learning Series on August 15, 2024, where key insights on Universal Health Care (UHC) were shared. The event featured ZFF’s Bayang Malusog Program supporting early UHC implementation, and highlighted the importance of strong partnerships in ensuring that every Filipino, especially the most vulnerable, can access the care they need.

Bridging the Gap: Challenges and Progress in Philippines’ Universal Health Care Implementation

In a nod to Zuellig Family Foundation’s (ZFF) programs on Universal Health Care (UHC), the Department of Health’s Center for Health Development in Region 8 (DOH-CHD 8) collaborated with ZFF to accelerate UHC implementation and address nutrition challenges in the region. The DOH-CHD 8 has been a ZFF partner since 2013 under health governance leadership and municipal leadership programs.

The virtual ceremonial signing of the memorandum of understanding (MOU) held on November 29, 2022, marked the start of a new partnership under the Bayang Malusog program. The leadership development program will capacitate DOH regional leaders to support provincial leaders in creating effective and responsive province-wide health systems supporting the national health agenda.

Among those who signed the MOU were: Dr. Exuperia Sabalberino, DOH Eastern Visayas Regional Director; Austere Panadero, ZFF Executive Director; Dr. Anthony Faraon, ZFF Deputy Executive Director; Dr. Joyce Viar, ZFF Nutrition Portfolio Director; and Dr. Catherine Chung, ZFF Local Health System Portfolio Director.

In his message during the ceremonial signing, Dr. Abdullah B. Dumama Jr., Health Undersecretary of DOH’s Field Implementation and Coordination Team (FICT) for Visayas and Mindanao, highlighted the importance of collective action to realize UHC. He emphasized DOH’s commitment to working closely with local government units (LGUs) and partners by supporting local initiatives and providing technical assistance.

Similarly, Health Undersecretary Camilo Cascolan of DOH-FICT Visayas echoed DOH’s commitment to work with LGUs in achieving UHC saying that UHC will help resolve health inequities.

To cap the ceremonial signing, Faraon expressed optimism that the MOU signing will not only be the start of a new partnership but the start of collaborative work toward delivering better health outcomes in Region 8. He said that UHC must be realized through more and better services. With the Bayang Malusog program, Faraon hoped to realize the message, “Tayo ay bayang malusog—bayang hangad ang mabuting kalusugan ng lahat.” (We are a healthy nation—a nation that desires good health for all.)
