The City Technical Lead (CTL)-LIFT serves as TCI LIFT’s primary technical, coaching, and partnership focal person for assigned cities, providing technical assistance to local governments to strengthen leadership, governance, financing, data use, and implementation of evidence-based maternal, newborn and child health (MNCH), family planning, and local health systems interventions. The CTL coaches city leadership and health teams to identify and address performance and service-delivery gaps across the MNCH continuum of care, adapt proven interventions to local contexts, strengthen quality improvement mechanisms, mobilize and optimize local resources, monitor results, and institutionalize sustainable practices. The position facilitates coordination among LGUs and relevant regional and national partners and translates field evidence, implementation experience, and learning into recommendations for program improvement, sustainability, and scale-up.

Qualifications
Education
- Bachelor’s degree in public health, nursing, medicine, allied health sciences, development studies, public administration, social sciences, or other related field.
- Master’s degree in public health, health administration, public administration, development management, or a related discipline is an advantage.
- Relevant training in maternal, newborn and child health (MNCH), family planning, health systems strengthening, quality improvement, monitoring and evaluation, or local health governance is an advantage.
Experience
- At least 3–5 years of relevant professional experience in public health, health systems strengthening, MNCH, family planning, local health governance, development programs, or related fields.
- Demonstrated experience working with local government units, City/Municipal Health Offices, health facilities, DOH offices, or other health-sector partners.
- Experience providing technical assistance, coaching, mentoring, supportive supervision, or capacity-building support to government or health-sector partners.
- Experience coordinating multi-stakeholder activities and facilitating planning, performance review, or quality-improvement processes.
- Experience using routine health data for program monitoring, problem-solving, and decision-making.
- Experience in donor-funded health or development programs is an advantage.
- Familiarity with the Philippine Universal Health Care context, FHSIS, PhilHealth, LIPH/AOP processes, and local health systems is an advantage.
Skills and Competencies
- Strong facilitation, coaching, mentoring, and relationship-management skills, particularly in working with local government units and health-sector stakeholders.
- Good understanding of maternal, newborn and child health, family planning, primary health care, and local health systems.
- Ability to facilitate leadership teams, analyze health-system bottlenecks, and translate data into practical actions and improvement plans.
- Working knowledge of FHSIS and routine health information systems, quality improvement approaches, referral systems, and local health planning and budgeting processes.
- Strong project coordination, work planning, monitoring, documentation, and report-writing skills.
- Ability to work independently in the field while coordinating effectively with a multidisciplinary project team.
- Strong verbal and written communication and presentation skills.
- Proficiency in standard productivity and data-management applications.
- Ability and willingness to travel regularly within assigned cities and other project areas.
