Learning and Development Associate
Project: Gender Responsive Systems Approach to Universal Health Care Project

The Learning and Development Associate is responsible for addressing the learning and development needs of LGUs on health leadership and governance, based on ZFF’s competency frameworks for LGUs implementing the Gender-Responsive Systems Approach to UHC (GRASP-UHC). Using the ADDIE framework, this includes conducting training Assessments, Developing curriculum, Designing training session materials, Implementing training interventions, and post-training Evaluations.
The associate facilitates the implementation of training designs and materials, revising iterations based on quality assurance feedback and findings. Additionally, the associate may function as a Training Manager during actual runs of ZFF modules and workshops. Under the direct oversight of the Project Manager and supervision of the ZFF L&D Expert in the Local Health System/Universal Health Care Portfolio, the associate ensures quality assurance of other existing training interventions developed by ZFF with the Department of Health.
Furthermore, the associate is responsible for gathering and analyzing L&D needs, revising or contextualizing the curriculum plan, and coordinating the learning development runway, and training products with PLAN.
Essential Job Functions
- With at least 3 years of relevant work experience in managing health programs; preferably has knowledge in Local Health Systems Universal Health Care services
- Has a Bachelor’s degree in public health or any related field; preferably with relevant certifications or graduate studies related to learning and development
- Has advanced written and oral communications knowledge and skills
- Has competent knowledge and skills in learning and development, project management, and gender and development
