Monitoring, Evaluation, and Learning Manager (For Pooling)

The Monitoring, Evaluation, and Learning (MEL) Manager will oversee monitoring and evaluation activities for The Challenge Initiative project, including data collection, analysis, reporting, and stakeholder engagement, and provide expertise in survey design.

The role requires experience in M&E analysis, survey implementation, and proficiency in statistical software (e.g., Stata, SPSS, SAS, R) and electronic data collection tools (e.g., SurveyCTO, ODK). The expert will work closely with the Deputy Director, Chief of Party, and the Gates Institute M&E team, adhering to TCI’s M&E framework, PEARL, and its approach to analytics. Responsibilities also include preparing technical reports, monitoring project progress, and supporting the integration of data into learning processes for TCI’s objectives.

Essential Job Functions

  • With a Bachelor’s degree with relevant certifications or graduate level studies in Public Health, Local Health System, or any community development-related studies
  • With 5-7 years of progressive work experience in monitoring and evaluation for public health and development sector
  • Has exemplary skills in monitoring and evaluation and research
  • Has proficiency with STATA and other statistical software
  • Has strong competency with Microsoft Office (including solid understanding of Excel)
  • Experience with electronic data collection and management is preferred (using SurveyCTO and other ODK variants)
