PROVINCIAL ASSOCIATE – Eastern Samar

The Provincial Associate is in charge of coordinating and liaising with the provincial government of E. Samar. S/he is expected to support the provincial government in building their capacity to strengthening local health system and achieving UHC. Responsibilities include coordinating and mentoring provincial government stakeholders and managing province-level engagements to meet the identified objectives according to the agreed work plan, budget and timeline. The Associate is expected to work closely with Plan project team and ZFF staff handling ZFF’s UHC capacity development programs with DOH CHD Region 8. The Associate is expected to work closely with consortium member – Plan and coordinate and liaise with the regional DOH provincial team leaders, PhilHealth and other provincial stakeholders.

Essential Job Functions

1. Co-leads in the development of the leadership, technical, and coaching interventions for the project. Leads systems mapping to identify the status and scope of the Gender-Responsive Systems Approach to UHC (GRASP-UHC) functions in E. Samar; supporting local leadership in interpreting and translating systems mapping findings to assess areas of improvement and focus areas for LHS-UHC resources. Participates in module development and quality assurance of training activities in coordination with ZFF’s Training Institute. Co-leads in the coordination with academic partners.
2. Implements project strategies to improve project implementation in the ground contributing to the achievement of the desired outcome, including working with PM and institutional management units to manage risks.
3. Builds and maintains strong relationships with key stakeholders and partners in local, national and regional stakeholders to support collaboration, learning and adaption priorities and provide input on ways of improving the program leadership and governance activities throughout the life of the GRASP-UHC program.
4. Coordinates with other stakeholders on partnership collaborations with multi sectoral stakeholders. Fosters collaborative and good relationships with the DOH, PhilHealth and others.
5. Manages adherence to all requirements of program including attention to timelines, budgets, regulations, and stakeholder expectations
6. Ensures seamless conduct of training and coaching activities at the provincial, city and municipal levels, including ensuring compliance of admin and finance requirements for training implementation with suppliers, resource persons etc.
7. Knowledge Management. Participates in harvesting and applying lessons learned to enhance own work, projects and programs. Utilizes QA and M&E recommendations in revisiting tools and processes feeding into development or enhancement of training products and collaterals, as necessary. Ensures compliance to the KM processes – knowledge creation, capture, analysis, dissemination and diffusion in the implementation of workplan and completion of identified knowledge products. Coordinates with the TSG team in the storage, dissemination and diffusion of completed and approved knowledge products.
8. Compliance to Institution Policies. Ensures compliance with technical, policy, finance, HR, administration, and corporate communication requirements (i.e. timely submission of monthly report; adherence to support services policies (Finance, Admin, HR, KM, Corporate Communications, ZFFI).
9. Staff Formation (Development). Pursues self development by taking on opportunities that will enhance competencies required for the position, and/or to move up the organization.

Qualifications

Educational Attainment:
Completion of undergraduate degree with relevant certifications or graduate level studies
Field of Study:
Public Health, Local Health System, Community Development and other related field
Work Experience:
At least 3 – 5 years of related work experience; experience managing health programs; knowledge of LHS-UHC services preferred;
Licenses/Certifications:
MD, RN, RND, RSW or at least with CS Eligibility ( Professional Level)
Specialized Training/Skills:
Public Health, Project Management, Local Government Systems, Partnership Development and Management, Stakeholder Engagement, Public Administration, Fiscal Management, Health System Development, Training Development and Coaching
Others:
Experience with planning and implementing public health programs within a province or municipality; Experience working at the LGU level, preference for knowledge of specific regions in Luzon; Strong interpersonal skills; Ability to network and build trusted relationships with local stakeholders; Knowledge of using data for informed decision making. Advanced written and oral communications (English and Filipino); Strong technical writing skills, platform presentation skills; Can use excel software / budget calculator Microsoft Applications: Word, Excel, Powerpoint, online meeting applications: Zoom, Google Meet
