Provincial Associate Officer for Tarlac and Negros Occidental

The Project Associate – Provincial shall be responsible for the comprehensive implementation of project activities within designated provinces. This includes engaging provincial teams to provide coaching, technical support, and monitoring aimed at advancing provincial nutrition strategies and achieving targeted nutrition outcomes.

The Associate will serve as a training officer and resource person for capacity development at provincial and municipal/city levels, representing the project in various stakeholder engagements with local government units. They will facilitate coaching sessions with provincial leaders, including governors and local councils, in collaboration with senior technical advisors.

The role also encompasses the coordination of monitoring and evaluation efforts in line with the project’s MEL framework. The Associate is tasked with ensuring quality knowledge management, maintaining data integrity, and submitting timely and accurate project reports for the Project Manager’s review.

Qualifications

– Holds a Bachelor’s degree in Public Health, Nutrition, Social Sciences, Development Studies, or a related field; a Master’s degree is considered an advantage.
– Has at least three years of relevant work experience in program implementation, preferably in public health, nutrition, or community development.
– Possesses a strong understanding of nutrition, primary health care, and local health systems.
– Familiar with local governance processes, including LNAP development, budgeting, planning, and Sanggunian procedures.
– Proven ability to coordinate with provincial and municipal government units, NGOs, and community-based organizations.
– Proficient in project management tools and approaches, with strong skills in data management and analysis using MS Excel and other data visualization tools.
– Able to manage multiple tasks, set priorities effectively, and work independently with minimal supervision.
– Demonstrates strong problem-solving, adaptability, and critical thinking skills, with a high level of ownership, accountability, and results orientation.
– Willing to travel frequently to support program implementation and coordination efforts.
